Rules and Regulations
The High Court Bar Association Library is dedicated to supporting the legal profession by providing resources and a conducive environment for research and study. Compliance with the following rules is essential for the smooth functioning of the library.
1. General Conduct and Compliance
- The library is a place for legal research and study. Members must maintain silence and discipline at all times.
- Members must comply with any reasonable request or instruction issued by library staff.
- Misconduct, including failure to follow instructions or violation of rules, may result in suspension of membership, exclusion from the library, or other disciplinary actions.
- The Librarian reserves the right to suspend the membership of anyone found misbehaving, abusing staff, or behaving in an inappropriate or indecent manner.
- Legal practitioners, staff, and other users are expected to treat library resources and facilities with care and respect.
2. Library Environment
- Members must help maintain a professional and conducive environment for research by keeping the premises clean and tidy.
- Mobile phones and electronic devices must be kept on silent mode. Calls must be taken outside the library.
- Eating, drinking (except water), and smoking are strictly prohibited inside the library premises.
- Personal belongings, such as bags and files, are not allowed inside the library. Members may bring notebooks and laptops only.
- Users are discouraged from reserving seats. Any unattended belongings on chairs may be removed by library staff.
- Damage to library property, including books, furniture, and equipment, is prohibited. Offenders will be subject to penalties.
3. Membership and Access
- The library is exclusively for the use of members of the High Court Bar Association.
- Visiting advocates or researchers may access the library with prior approval from the Librarian.
- Membership identification must be presented when entering the library or borrowing materials.
4. Library Timings
- The library operates during court hours. Extended hours may be announced during critical court sessions.
- The library remains closed on public holidays and court vacations unless otherwise notified.
5. Books and Reference Materials
- Reference books, legal reports, bound volumes of journals, and case law digests are for in-library use only and cannot be borrowed.
- Newspapers, legal magazines, and periodicals are to be read within the library premises only.
- Members must not reshelve books after use. Leave them on the designated tables for library staff to organize.
- Tearing, marking, highlighting, or damaging books and other materials is a serious offense. Members responsible for such actions will be subject to penalties.
6. Borrowing and Lending
- Borrowing privileges are available only to registered members.
- A maximum of [X] books may be borrowed at a time for a period of [Y] days.
- Late returns will incur a fine of [insert amount] per day.
- Lost or damaged books must be replaced or compensated at their current market value plus administrative fees.
7. Use of Legal Databases and Technology
- Computers and online legal databases (e.g., SCC Online, Manupatra, Westlaw, LexisNexis) are strictly for legal research purposes.
- Login credentials for digital resources are to be used only by authorized members and must not be shared.
- Personal laptops and devices are permitted but must adhere to the library’s internet usage policies.
8. Photocopying and Reproduction
- Photocopying is permitted for legal research purposes and must comply with copyright laws.
- Fragile or rare materials may not be photocopied without special permission.
- Members are responsible for ensuring that any reproduction complies with ethical and legal standards.
9. Study Spaces and Facilities
- Study spaces are available on a first-come, first-served basis and cannot be reserved.
- Members using discussion areas must ensure their conversations are quiet and do not disturb others.
- Drinking water and restroom facilities are available for members near the library premises.
10. Misconduct and Disciplinary Actions
- Acts such as theft, vandalism, or deliberate damage to library property will result in immediate disciplinary action, including suspension or legal consequences.
- Misbehavior with staff or other members will lead to suspension of library privileges.
- In cases of gross misconduct, the matter will be referred to the Bar Association for further action.
11. Suggestions and Feedback
- Members are encouraged to provide suggestions or feedback to improve library services.
- Suggestions can be submitted through the library’s feedback form or email.
